New AP bullet for 300 BLK

This new armor-piercing bullet from Lehigh Defense, Inc. is designed for reliable feeding from 300 AAC Blackout / Whisper® platforms.
The 112 grain bullet has an exposed and hardened steel core surrounded by a brass jacket, is rated for 1 MOA accuracy at 100 yards, and is purchasable for government use or by ammunition makers who sell to the government. Part Number 06-308-112-SP.

EPA finds that the emissions from firing ammo are causing the hole in the ozone to grow

So...
I thought AP rifle rounds were ok to have??? It was pistol stuff that was a no-no
If thats the case, will this stuff be avail to gen public
