I plan on getting a Vortex Ranger 1-4X24mm Scope but the mount based on my budget is limited to:
1. Vortex SPORT CANTILEVER 30MM MOUNT — 2-Inch Offset
OR
2. Burris AR-P.E.P.R. 1-Piece Extended Scope Mount
Both are priced about the same. Reviews are similar.
What has been the groups experience with these mounts?

Looking at the images for the Vortex mount it does not appear as beefy as the Burris AR-P.E.P.R. I put the Burris mount on the last Vortex scope I picked up and am very happy with it.

I have used one of the Vortex mounts and it was fine. I don't remember if it was the 2" or not, but it's sitting on the shelf. If it's what you are after, I'll make you a good deal.
The reason I took it off is because it has Zero elevation. For this cartridge and doubly for subs, you want at least a 20 MOA elevation. if what you are looking at does not have that, it would be a deal killer for me.

I have the burris PEPR, it works fine.
I usually dont put 20moa mounts on low power CQ optics that have marked up reticles. I just use the markings for holdovers.
If you want a 20moa, Nikon makes a reasonably priced one piece which is decent:
