In the interest of not wasting components, I want to start with the lowest known "usable" load and increment up in steps of .2gr until I see pressure signs, then recover the components from the remaining rounds.
Knowing H110 does not do well with reduced loaded, where is a good place to start?
I'm also going to do the same thing with Hornady SST 120.

What are your intentions for the load you are trying to work up?
Hodgdon has load data for H110 on the site below. If it were me, I would stick to the manufacturers recommendation or other manufacturer's published data on that powder:
