Most people find the Sheridan gauge (pictured above) is far superior at diagnosing problems with brass and loaded ammo. It is a wise investment if you are making your own brass.

The 1.363 is just the trim length they used in the test. As long as your brass is between the min and max, and you have enough bullet in the neck you are good to go. If the projectile was not designed for 300Blk you should normally ignore the cannelure placement, since it was more likely than not designed to be used in a .308 casing. Use the COAL from the load data you are using as your starting point. Rebel and Smus have pointed you in the right direction.
