Maybe now all the talk of banning black and smokeless powder will die down

No because the main component in mortar shells IS black powder. Black powder for the lift charge and black powder for the boom.

Actually, they probably used them as booster charges to get the larger components to go high-order.
Thank of them as a poor mans blasting cap.
