I initially thought the same thing when I saw the drawing.
Then I realized that if you HP that design, it would change the melpat / nose enough to make it essentially the same as the 247 grain HP mould.

Al and I briefly discussed the HP option and he said it wasn't feasible with this bullet design. He is the expert, therefore I acquiesced to his experience.
My personal experience with this bullet has been nothing short of excellent. Perfect weight for reliable sub sonic function. It will cast between 222 grains and 230 grains depending on your choice of alloy mix. The bullet stacks well in the mags and feeds perfectly. I highly recommend this bullet design. It has all the excellent designs of the Lee 309-230-5R, however it has all of that bullets problem areas resolved. I am not sure if it can be "dubbed" as perfect, but its as close as I have found.
