US citizenship is checked by NICS, and there are some circumstances that legal non residents are allowed to buy guns. Independently, there are also state residency requirements for gun purchases. Maybe a utility bill can be used for state residency by the gun shop? Sounds dicey.

Virginia requires 2 forms of ID. There is a big list as to what can be accepted broken into A and B categories. Typically, one form of ID must be from List A ie: drivers license, passport, etc and the other from list B ie: utility bill, car registration, etc. I am sure you can look up the lists online somewhere. Probably the Virginia State Police website.

well i guess i was misinformed. i cant say i'd ever reviewed that section of the 4473 before as its irrelevant to me 8)


generally speaking i was always under the impression that no citizenship = no guns. who knew.

hate to break it to you Karen, being in posession of both parts without a stamped lower or a pistol lower is still federal felony, even if they're not assembled. and oh yea.. even if simply seperating the upper and the lower put you in legalville (which we know it doesnt) you left them assembled when you did the deed, so it was in fact a SBR - however briefly - so you're still guilty.

You are correct. Not sure when the law changed but now that I think about it I only needed 1 ID when I bought my last lower.
