You should match the data to a target to give it some meaning.
You have a couple loads that look like with a little work could do well in the chrono/data competitions, but they may not be the best for group size or points on target.
Then they all would need to be repeated a couple times.

200 fps won’t make enough difference with either of those bullets as far as energy goes at the speeds you will be shooting. About 200 pounds at the muzzle or 150 pounds at 100 yards. For more accuracy on the TNT, I'd like to figure out if there were any nodes there, then load 5-10 at each node found and see what groups best.
I did that for my Grendel rifle, and it seems to have worked out (velocity node seems to have equaled small group). I found 2 nodes, one grouped better (.7moa ish). My next thing is to play with COL and see if I can get that a little tighter as well.
If I had to guess maybe there's a node of 19.5gn Lil Gun on the TNT, or do you think that might just be noise? Maybe I could run another ladder between 19.2 and 19.8 at .2 increments, and do 5 of each to shoot groups at the same time.
I would load up to pressure signs that I am comfortable with, then back down to the most accurate.

My home defense load with Barnes 110 & lil'gun is 20gr. I bias towards power for this load with adequate accuracy. If I can make a head shot at 7yd and chest shot at 50yd, I'm happy.
My plinking/training load for for 125TNT & H110 is 18gr. This gives adequate performance for those tasks while being a backup option for my primary defensive loads.
Either case I only need usable accuracy (2moa'ish). If I want to make small groups or shoot long distances, then I break out my 6.5 Creedmoor.

No signs of pressure with the Barnes load? Quickload shows your 20 gr. of H110 making 63,684 psi and 2259 fps (that's assuming an OAL of 2.247 and a total case capacity of 24.3 gr of water). YMMV, of course.
Your 19.2 gr of LilGun behind the Speer 125 gr TNT specs fine (41,974 psi and 1991 fps, using an OAL of 2.260)
I agree with the other comments that velocity and SD numbers alone aren't that great for nailing down a "best" load. You need to first have a very specific goal. Everything follows from that.

I'm just giving my loads and usage/expectations. His requirements/expectations may be more stringent, and so doing a target shooting style work-up may make sense. Some people want a 1moa solution to a 4moa problem, which I can understand. Often load development is more fun than just shooting. Nothing wrong with that.
