In testing my bolt action rifles (2 Ruger American Ranch Rifles), the CCI400 was more accurate than the BR4's (100yd groups were 1/2" - 3/4" smaller).
Interesting. Is this with a specific load or across the board? Do you have a post of how you tested?
One test I ran focused on ES, not accuracy.

Specific load: LC formed brass, Barnes 110gr black tip, 20.0gr H110, mild crimp, no case anneal, 2.25" oal. Ruger American Ranch Rifle, 2-7x scope set at 7x. Target at 100yd. Sandbag rest front and rear. Crux Ark30 suppressor.
Normally I use CCI 400 in the RARR's (hard Wolf/Tula primers give some failures to fire), but I was given some BR4's from a ex-reloader he had left over. Thinking the BR4 HAS to be better, I fired some 5 shot groups with each primer, alternating between CCI 400 and BR4. Not only did the BR4 groups shift lower and to the left, they were also bigger. Now I was only given around 600 of the BR4 primers, so I simply used the rest of them up in pulled bullet plinking loads instead of working towards an accurate load with them by varying the powder charge since my RARR is a 1" rifle with the above load and CCI 400 primers. I did not chronograph the loads in that session. No failures to fire the BR4 in the RARR. Other testing/rifles could give different results.
I have 2 RARR's in Blackout with the discontinued short stock and rotary mags. They both shoot identical or close enough that I can't tell a difference. They both like the same loads and give similar velocities with the same ammo. It's like they are twins.
