IMR4198 is super accurate for light 223. Velocity is not spectacular, however. It is stick form, and meters like crap.

I've found the best balance of economy, accuracy, and velocity in 223 is WC844.

27.5-28 grains depending on the brass @ ~2.24'' OAL w/ the Nosler bullets.

*** That's over max book BTW (for a 223 chamber at least). You know the routine - start low and work on up.
