300 Blackout 190gr Sub-X® Subsonic, just saw a box of this at Fleet Farm.
1.) Is this a proven and reliable subsonic round for deer?
2.) If not, what is a better subsonic 300 BO round for deer?

Proven? I don't think I've seen anyone using it here for dear yet but there's been some testing threads.

Personally I only have subsonic hunting experience with the maker bullets, specifically the 200gn rex. They sell loaded ammunition and many other companies load his bullet as well if you do not reload.

I've put three 200gn makers into deer and put three deer into the freezer from 10yds out to 100yds. These are just my personal results and I ensure I have great shots when sub hunting. There are also a few others on the forum that have done well with them.
