You are correct. MOA is an angular measurement which translates to a scaler measurement of about one inch at 100 yards, two inches at 200 yards, etc.
It is commonly used to measure group size.

minute of angle is a measurment of an arc. 1.047 inches at 100 yds , 2.094 at 200 yds and 3.141 at 300 yds all the way out to 10.47 inches at 1000 yds . so 3 moa come up at 200 yds would be 6.282 inches,
