Were the numbers all over the place, or more of a progression from slow to fast?
You might try a different primer, I do not remember if the Federal primer is a magnum primer. If it not, I would start there. You will need to work back up.

Got it!!! I moved out my COAL to 2.255 and tried to loadings of h4198 at 10.5 and 10.3. With the can, I am getting 1009 to 977fps with the 10.5 and approx 950 fps on avg with the 10.3. I am not aware of a reason worry about neck length in this application, unless you are way over max case length of 1.368 or your bullets do not have enough neck to hold them in. I'll measure what's left this weekend. I was intrigued to see the brass loaded with SST's looked great and the 125 SMK brass pierced primers at a full half grain LESS powder. Obviously more bullet in the case causing higher pressure. Not to be a dick about it, but you should know both measurements ...
