Since the symptom is not cycling, adding pressure (by adding powder or seating the bullet deeper) isn't going to change the amount of gas - I would think that it increases the speed of the projectile, which will actually reduce the dwell time, which means LESS gas back to the action. According to several web sites, Federal Independence is made by the premier manufacturer for the Israeli military, IMI, to NATO specifications in premium brass with an “FC” head stamp.
