The bullet seating seems to be where the problem occurs. I can't imagine it being the Hornady bullets being out of spec. As imashooter2 says, it might be thickness of the brass. Is it 556/military headstamped brass? If so, that might be the problem as I've heard that military brass tends to be thick...

I've not done much with 300BLK, but I have found 1680 to work subsonic when H110 would not at same velocities. I'm not using suppressor though. Are the primers crimped in? Would be weird for 300BLK brass to have that. Are the primer flash holes centered? Are the cases sitting centered and squarely on the shellholder? Do you know someone with a tumbler? They might be willing to run it for you. I have read about some home-made case cleaning solutions, so you might try googling that. Just soaking them in a solution, rinsing, and hand-wiping might help. It might not be worth keeping the brass. But if the dry tumblin...
