It sounds like you are undergassed. Before enlarging the gas port, I would look at gas block alignment. The retailers are not losing money on on "Free Hazmat" sales. They are making it up usually on the price.

S&B is listed in th stickie as having thick necks.
Save yourself some grief.
If the neck thickness is .014" or greater, you will most likely have issues.

The Axis is an entry level rifle, on par with the Remington 783 and the Thompson Compass.. It's probably a decent rifle, but I have not read much about it. Aftermarket parts and support is probably going to be minimal. I personally would stick with the 700. JMHO

Powder Valley is about the cheapest online source for powder and primers. Their hazmat is $20 and they often run free hazmat days.. Before you order based on "free hazmat" check the prices both ways. Are you sure they are crimped? Normally the only brass that is crimped is military brass and it is identified by not having the caliber stamped into the head, Commercial brass will have the manufactures stamp as well as the caliber.
